What is this PAS about?
This PAS is to be used by certification bodies that conduct, or intend to conduct, conformity evaluations of EEM installations which claim to meet the requirements of PAS 2030:2019 Specification for the installation of energy efficiency measures (EEM) in existing buildings and insulation in residential park homes.

Why should you use this PAS?
It can ensure that certification bodies are evaluating EEM installations in a consistent and reliable way, giving the public and businesses more confidence in the quality of energy efficiency retrofitting in the UK, and helping achieve the UK Government’s objectives for energy consumption and CO2 emissions reductions. It will also ensure that consumers are protected from poor standards of installation.
NOTE 1: The PAS’s requirements are based on the general requirements provided in BS EN ISO/IEC 17065, Conformity assessment- Requirements for bodies certifying products, processes and services. They have been prepared to provide additional, specific criteria for organizations providing evaluation services and operating certification systems in relation to PAS 2030.
NOTE 2: The 2019 edition of PAS 2030 has a normative relationship with the newly developed PAS 2035: 2019, Specification and guidance for the energy retrofit of dwellings, and is restricted to use only with retrofit designs meeting the requirements of that PAS. Because of this, PAS 2030 no longer applies to buildings used for purposes other than as dwellings, for which a new standard will be prepared.
What’s changed since the last update?
With the development of PAS 2035:2019 as the source of both specification and guidance for retrofitting EEM in dwellings, some of the design information previously included in PAS 2030:2017 has been removed from that PAS and incorporated in PAS 2035.
